Where do the jobs come from?

Straight from employers' own career sites. Every board reads them every day, and jobs the employer has closed are removed.

How do I apply?

On the employer's own website. Each job links you to its original listing.

Do I need to speak the local language?

Usually not on the tech boards. They list a company only with public evidence that English is used at work, and leave out ads that ask for the local language at business level or higher. On RigJobsDirect, Nurse Jobs World and Teacher Jobs World every job ad is written in English, but whether you need the local language depends on the country and, for nurses and teachers, on the body that registers or licenses you.

Do the boards show visa sponsorship?

Yes, when the employer's ad says so. Each job shows visa sponsorship and relocation support when they are stated.
